Without enabling ssh, afp and installing other plugins/front row appliances (Sapphire or NitoTV come to mind), there isn't any way to play video_ts folders on an appletv. It was designed to sync or stream itunes content from a pc to a set top box to output to a TV. I've got mine modded using awkwardtv.org's beginners guide and have enabled usb storage (250GB appletv baby!).
I've not yet tried to copy any ripped DVD's to it, but i will eventually. I'm currently using the internal hd for putting divx/xvid movies on that I don't want to bother converting to mp4 to watch and the external hd to sync my music/tv shows/movies to from iTunes. I've got a rather large collection of TV shows and movies in mp4 format already so an AppleTV was a no brainer for me. Since you've already got a Mini working as a HTPC, there might not be a need for you to get an AppleTV, or at least wait until Macworld to see if the rumors of Bluray, rentals, etc are going to be true.
